Poor Pedestrian Accessibly at Saint Louis (Panera) Bread Co on Chippewa St. at Lansdowne Ave

The comments on a recent post brought up the issue of poor pedestrian accessibility at the Saint Louis Bread Co on Chippewa St at Lansdowne Ave and the fact they added a drive-thru to the existing location last year at a cost of $125,000 (per city records).

The building at 6607 Chippewa was built in 1974 but became the present Saint Louis Bread Co after a major remodel in 2000, a decade after President George H.W. Bush signed the American’s with Disabilities Act (ADA) into law. Like most places in this part of town, most customers arrive by private automobile, that’s how I arrived earlier this month.

The location is in the Lindenwood Park neighborhood and across the street from the St. Louis Hills neighborhood.  Both neighborhoods include many people who walk recreationally. The Saint Louis Bread Co likely has a fair number of employees that arrive as pedestrians via MetroBus (#10 or #30).

Public sidewalks and public transportation is equality important with respect to accessible route:

4.3.2 Location.

(1) At least one accessible route within the boundary of the site shall be provided from public transportation stops, accessible parking, and accessible passenger loading zones, and public streets or sidewalks to the accessible building entrance they serve. The accessible route shall, to the maximum extent feasible, coincide with the route for the general public. (Source: ADA Accessibility Guidelines)

They are good on the route from accessible parking but they fail to provide a route from “public transportation stops…and public streets or sidewalks.”  There is no “or” in guideline 4.3.2.1, it’s clear a route must be provided for all. Since most public transportation stops happen in the public right-of-way you cover access from a public sidewalk you’ve got transportation covered as well.

The stair as numerous issues, the railings don’t extend beyond the last step. One addition step exists beyond the stair and it does’t have a railing.

In 2000 and in 2011 they made substantial alterations to the property yet they failed to correct the lack of a proper pedestrian access route. I will follow this until a pedestrian access route is finally provided.

Pedestrian Access Still an Afterthought at Loughborough Commons

By November 2008 the first of four outparcels at Loughborough Commons was finished — a Burger King.

No sidewalk was built to provide access to the two parcels to the east. Granted, at the time, the parcel to the west wasn’t built upon so the connection to the sidewalk system I fought for in 2005-06. Still it is clear the engineers that planned Loughborough Commons had no provisions for pedestrian access.

The lot to the west now was a Fifth Third Bank, it was under construction a year ago. During construction I raised the issue of pedestrian access. When it opened it did have an access route past the drive thru lanes to the front door facing Loughborhough.

When the bank opened pedestrians had a way to do their banking but not a way to eat at Burger King, not necessarily a bad thing I suppose. Once construction began on the parcel to the east they suddenly realized they needed to correct the earlier lack of sidewalk at Burger King.

Yesterday I took the #70 Grand MetroBus to Loughborough Commons to buy something at Lowe’s. While there I checked out the changes since my last visit. This was my first time there in my wheelchair. View Loughborough Commons in Google Maps here.

Crosswalk stripes are still needed at the auto drives to Fifth Third Bank and Burger King. After I took the above picture I looked to my left and the last remaining out parcel. At some point they expect to connect it to this sidewalk, right?

They’ve already poured the curb with no provision for an accessible route to the last unbuilt parcel to the south. Talk about poor planning! When that lots sells this work will need to be changed, potentially interrupting this business.

Loughborough Commons is far better than it would have been had I not pushed the issue as it was being built. Still, problems exist that I will elaborate on in future posts. This shows what an afterthought pedestrian access really is. The civil engineers should be embarrassed.

Reaching the St. Louis County Library

I was thinking of attending a meeting being held tonight (7pm-9pm) at the headquarters of the St. Louis County Library located at 1640 South Lindbergh Blvd. The meeting is a St. Louis Aerotropolis Forum sponsored by the Citizens Alliance for Missouri Patriots (a closed Facebook group) that I’m NOT a member of:

Alliance of Tea Party and Patriot Group leaders and organizers in the State of Missouri who wish to combine forces in working together for our state’s sovereignty, who adhere to and believe in our founding fathers’ constitutional principles, government fiscal responsibility, individual unalienable rights, and a free market system. CAMP does NOT represent any one political party, but only the People of Missouri.

I’d like to hear this perspective,  I have three choices on how to get to the meeting:

  1. Drive my car
  2. Ask for a ride with someone else.
  3. Take public transit

Let’s look at each option.

1) Drive my car

This is the option 99% of those attending will use. But I try to use my car as little as possible, plus I have a narrow window between 6pm-9pm when I can drive to get the best insurance discount. I’d have to leave the event early if I drove to be home by 9pm.  And yes, Progressive knows exactly when I drive  because of the device I voluntarily plugged into my diagnostic port. Google Maps says the drive is 12.6 miles long and would take 18 minutes if I use I-64 or 13.7-14.2 miles (& 29-33 minutes) if I use surface streets.

2) Ask for a ride with someone else

This is a good option, one I wish more people would use rather than driving themselves. I know only one person on the attending list, but I know Ed Martin online only and I’m not sure I want to ask him or be at his mercy.

3) Take public transit

Finally my favorite option! I have two choices to reach the library via transit. The option that gets me there closest to the start time takes the longest (59 minutes) and would involve using MetroLink and two buses. The other option takes 50-56 minutes depending upon when I leave.  This is twice as long as if I drove but from my view this is time I can read, check email, observe the city, etc.

Since I’ve never been there in my power chair before I need to investigate the route in detail. The option that includes only one bus is more appealing than having to transfer from one bus to another so I looked at taking the #58 bus from the Clayton MetroLink/MetroBus station.

Seems simple enough, “walking” 3/10th of a mile is no big deal in my chair.

But when I looked at the aerial image and the street view is when problems became clear.

On the left it's not clear a sidewalk exists.

The street view shows curbs on both sides of the driveway, which means no deal.  In looking back up at the aerial it seems the near side may have been fixed, but the far sides of the drive is unknown. This route is too uncertain.

The other option is to take the #58X Express Bus to Big Bend & Kirkwood Rd then transfer to the #48 northbound on Kirkwood/Lindbergh.

I’m pretty sure the stops are not as shown, but still the area has good sidewalks, ramps and crosswalks. I just need to figure out where to board the 48. Oh, just a bit to the north.

And here we see a common problem. A large pad is provided as well as a shelter but the pad isn’t connected to the sidewalk. Suburban sidewalks are often just for show, not actual use, so having the sidewalk actually connect to points pedestrians would actually use is just radical thinking I suppose.  My chair can deal with the grade change and grass but someone using a manual chair, walker or cane might have difficulty.

The great thing is the #48 stops right in front of the library. I should be good from this point, right? Wrong!

Where the bus stops there is no pedestrian route to the entrance. Perhaps a proper pedestrian access route exists somewhere in either direction?

If I were to risk my life trying either vehicle drive I still have no clue where to find a ramp to reach and accessible entrance. Even the able-bodied would take a chance if they walked in one of the driveways. Walking to the library seems as American as apple pie, but not in St. Louis County apparently.

What physical accommodations exist for persons with physical limitations?

  • Handicapped-accessible parking
  • Ramp entrances
  • Power doors
  • Elevators
  • Accessible aisles and routes inside the buildings
  • Accessible restrooms, water fountains, and public telephones
  • Low service desks
  • Specially-designed school bookmobile with wheelchair lift

No thought is given to pedestrians at all. My example is extreme in that I’m coming from a long distance. What about someone, like a senior or a child, in Kirkwood? What is the reverse route?  Public buildings like libraries should demonstrate to others what is expected. Oh, I guess it does, they don’t expect pedestrians. But people do use these bus routes and stops and every transit rider is a pedestrian on at least one end of their trip.

St. Louis County and municipalities continue to spend money on sidewalks and ADA ramps but they fail to connect the dots! These new & improved sidewalks are mere roadside decoration  to give the appearance of walkability & accessibility.

Pedestrian Access Route Completed at Schlafly Bottleworks

Last October I posted about the lack of a pedestrian route to reach the Schlafly Bottleworks in Maplewood.  Pedestrians were forced to walk in spaces designed for cars, not people.  Pedestrians deserve their own route separate from crossing through automobile parking lots.  Furthermore, American’s with Disabilities Act guidelines requires such:

4.3.2 Location.

(1) At least one accessible route within the boundary of the site shall be provided from public transportation stops, accessible parking, and accessible passenger loading zones, and public streets or sidewalks to the accessible building entrance they serve. The accessible route shall, to the maximum extent feasible, coincide with the route for the general public.

Failure to provide this route is a civil rights violation, as well as being very anti-pedestrian.

I’m happy to report Schlafly has just completed constructing an access route!

Schalfly knows good  food & beer, not pedestrian access.  Responsibility to plan for pedestrian access falls to the architects & engineers hired by business owners. Unfortunately too many of these professionals fail their clients and the public by not considering how the pedestrian on the sidewalk will reach the front door.

I’m convinced that if design professionals actually informed their clients of the need to provide a route for pedestrians we’d see buildings get placed closer to the public sidewalk to reduce the expense of the concrete.  My preference, of course, would be for the buildings to abut the sidewalk — with no parking in between. Building codes must get caught up so this becomes something plan reviewers and building inspectors will check for.

In the meantime I’ve got thousands of business & property owners to persuade to do as Schlafly has done. I’ll probably start with Schlafly’s original location, The Tap Room, located in west downtown.

Chouteau Crossing Will Have Minimum Required Pedestrian Access Route

Chouteau Crossing is a green renovation of an old industrial structure at 2301 Chouteau Ave:

“Chouteau Crossing features wind turbines, geothermal heating and cooling, and a graywater system that handles the irrigation. The parking lots are illuminated by power stored from the rooftop PV array. It will be completed at the end of 2009, and 33,000 square feet have been taken already for lab space. The project is being developed by Green Street Properties.” (Jetson Green)

As I saw the work progress at the site I was concerned if provisions had been made for pedestrian access from Chouteau as all too often they are not (example).  My concern is twofold, 1) accessibility for disabled pedestrians and 2) increasing the walkability of the city for all.

St. Louis zoning and building codes don’t require any connection to the adjacent public sidewalk which is a horrible oversight on the part of the Board of Aldermen.  Walkable communities are appealing to most everyone, including those who always drive.  The city is naturally the most walkable part of the region based on the 19th century street grid, transit service and population density.  Shouldn’t we require new & renovated buildings to connect to the public sidewalk?

So I looked up Chouteau Crossing’s website to try to determine if a pedestrian route was planned.  I thought I saw a possibility but the site plan was so tiny I couldn’t be sure. I made an email inquiry to developer Green Street Properties.  I got a quick response from VP Brian Pratt saying they weren’t sure but they would check with their architect, Trenor Architects. A few days later I had my answer  - yes — and a detailed drawing of the route.

I’m glad one pedestrian access route has been planned, but this development is on a large site bounded by three public streets, has four auto entrances (three on Chouteau) and multiple tenant entrances. I’d like to see the zoning or building code require a pedestrian route from each public street and equal to the number of auto drives provided.

The Schlafly Bottleworks Lacks Pedestrian Route To Front Door

Twice now I have visited Schlafly’s Bottleworks in Maplewood (map) using public transit. Being disabled, I arrived at the site in my power wheelchair after departing the bus. The issue of access is the same for the able-bodied using transit or by walking from the surrounding area.

While it is great Schlafly reused an old grocery store building it is unfortunate their architect/engineer didn’t include a walkway to connect to the public sidewalk on Southwest.  During the $5 million construction work, in 2003, a patio was added out front and the parking lot was reconfigured. It is at this time that a walkway should have been added to connect the public sidewalk to the front door.

As you can see from the above photo the distance to reach the walk next to the patio just isn’t that great. From an aerial view it looks like this:

The amount of effort that would have been required, at the time the work was done, would have been minimal.  Even today the effort isn’t much, including the loss of one auto parking space.

Hopefully Schlafly’s will see fit to correct their pedestrian access deficiency. Based on my conversation with the manager last night I think they will.

The Galleria Revisited

On October 11th I posted Reaching The Galleria Not Easy For Pedestrians and noted the accessible route let to the one entrance that didn’t have automatic doors.

I wrote: “On my next visit I will see if I can go around the former Mark Shale space to reach the entry by Restoration Hardware.” I visited again on Wednesday and discovered I could reach an entrance with automatic doors.

So I can access the mall without working my way through the parking lot or struggling with a manual door.  But nobody should have to travel that far to reach an accessible entrance.  The Galleria needs to look at building some new structures between Brentwood Blvd and the mall, aligned with the Galleria Parkway that leads to the transit station.

Will Fifth Third Bank At Loughborough Commons Connect To Sidewalk?

Has it really been nearly two full years since I’ve written about Loughborough Commons? It was December 2008 when I wrote about the new Burger King’s lack of pedestrian access despite the nearby sidewalk.

“Burger King has very generous provisions for the motorist but zip for the pedestrian. What pedestrians you might ask. Well, people do walk to Loughborough Commons. People also arrive by bus and bike. Yes, most use a car but we shouldn’t overlook those not driving private autos. Everyone spending money at Loughborough Commons is paying an extra tax to the Community Improvement district. Shouldn’t pedestrians expect some accommodation in return?”

Of course, nothing was done to correct the lack of pedestrian access.  Now construction has started on the Fifth Third Bank for the parcel between the main entrance and the Burger King.  Here is what the site looked like in late 2008:

The bank building faces Loughborough but will be reached internally. The drive through lanes, not the front door is what is visible from the main drive.

My assumption is the existing sidewalk will not be continued across the edge of the parcel and not up to the front door, a clear violation of the ADA.

I was only at Loughborough Commons for a few minutes but I spotted pedestrians leaving as I was leaving. Walkability is not that difficult but it is obviously out of the mindset of civil engineers and the developers who hire them.

Metro Transit Agency Fills In Gaps In St. Louis’ Sidewalks

Transit needs to meet the needs of its customers.  One need is to be able to reach the transit vehicle. In many parts of the city the sidewalk network is incomplete or so poor it is no longer passable. Metro, our local transit agency, has stepped up to do what it can do to fill in gaps here and there.

Ideally this intersection, N 14th & O’Fallon, would get new sidewalks when a new urban building is constructed. But that is years away, if ever.  We can’t wait for new structures to get new sidewalks.

Forced into the street again

Last week I posted about being forced into the street to reach the bus stop on 14th Street between Washington Ave and Delmar.  The issue was a major lack of wheelchair curb cuts at 14th & Lucas, the alley/street to the north of Washington Ave.  So Friday when I wanted to take the same bus from the same stop I knew I need to approach from another direction.

I crossed Washington Ave to the north at the crossing at 16th Street.  One block east on Washington and then north on 15th one block to Delmar. Heading east to 14th it didn’t take long for me to see I was going to have issues crossing 14th Street.

The SE corner where I was headed has a curb cut.  Interestingly, neither street – Delmar or 14th — has a curb cut to correspond with the SE corner. So again I was back in the street, in drive lanes instead of crosswalks, to reach the bus stop.  Trust me, “driving” a wheelchair on the road is not a comforting feeling.

Yesterday I caught the same bus south of Washington Ave, next to the main library. Much easier access! All bus stops should be accessible. Remember, my access issues are not the fault of our transit agency, Metro – the city has failed to ensure access by missing curb cuts in a few places.
