MetroBus & MetroLink: Separate And Unequal

Winter weather is here but not to worry, Metro will keep you warm.

Unless you are like most transit riders and you take MetroBus. I’ve not inspected all the MetroBus Transit Centers but I know the Civic Center Transit Center doesn’t have any heaters, yet all MetroLink platforms do!

A Metro blog post in October titled It’s Getting Cold Outside: Platform Heaters Now on All Outdoor MetroLink Stations explains the heaters:

Is it us, or is it getting colder outside? Not too cold for baseball fans though! All outdoor MetroLink Stations are now fitted with platform heaters, but it’s important to remember that in order to conserve energy, the heaters operate under the following conditions:

  •  Only during regular scheduled service (4:30 a.m. – 12:30 a.m.)
  • Only if the temperature is 45 degrees Fahrenheit or below.
  • Only for 15 minutes each time the button is pushed.

All platform heaters now have decals on them with information about how and when they can be turned on.

Uh, it’s cold at MetroBus Centers as well. Metro treats rail and bus riders differently and in the winter this is painfully obvious…oh the pain is frostbite.  Most exterior MetroLink platforms are in a depressed rail right-of-way somewhat naturally sheltered from the cold wind, but most MetroBus Transit Centers are at grade and fully exposed to cold winds.

This inequity is new too:

Metro’s partners in Illinois at the St. Clair County Transit District determined that MetroLink passengers need to stay toasty while waiting for MetroLink. In 2009, Metro finished installing platform heaters at all Illinois MetroLink stations, thanks to funding from St. Clair County Transit District. These heaters are passenger-controlled, ceiling-mounted heaters that Metro installed along with a wind shelter on the MetroLink platforms. They run on a timer, so they turn off after 15 minutes, to save energy. The heaters are also set so that they don’t come on at all if the temperature is above fifty degrees. This initiative was so popular, Metro decided to extend it to Missouri stations as well.

Beginning in February 2010, Metro began turning on new platform heaters at several Missouri MetroLink stations, including: North Hanley, Delmar Loop, Clayton, Shrewsbury, Civic Center, and Central West End. All other Missouri MetroLink stations are slated to get heaters, excluding the underground stations (such as the 8th & Pine station downtown – passengers are already sheltered and those stations don’t get as cold), and the two airport stations.

The project necessarily includes an evaluation of the power needed at each station, and in some cases updating equipment to move extra power into the station. The stations chosen for the first round of installation in Missouri are some of the busiest stations, but also the easiest to upgrade. The Grand Station heaters will be placed as a part of the station redesign in 2011, in conjunction with the construction of a new transit plaza underneath the new Grand Avenue bridge that the City of St. Louis will build.

I don’t even know the total number of MetroBus Transit Centers, they aren’t listed online — at least not that I can find. Metro needs to put a plan in place to rectify this inequality.

One Year Anniversary of the Downtown Trolley

Tomorrow marks one year since the debut of the #99 Downtown Trolley, replacing the former #99 Downtown Circulator. I’ve ridden the trolley many times in the last year and ridership has steadily increased.  Even though the wrap is over an otherwise conventional bus, it and other aspects do the trick.

The wrap, signs, and posted route map give tourists comfort. I often see tourists looking at the map posted at stops.  I ask if they need help, which occasionally they do. Big crowds often get on/off at City Museum.

The one flaw with the trolley is it doesn’t run on Sunday. Visitors here for a weekend or perhaps arriving early for a convention don’t have the trolley to help them get around downtown to spend money. In cold, rainy, or hot & humid weather the trolley is a critical part of the downtown transportation system.

The trolley is also important to locals. Most MetroBus lines entering downtown stop at the Civic Center MetroBud Transfer Center, adjacent to the MetroLink station, at 14th & Spruce. Workers trying to get to work on Sunday must now walk rather than use the trolley the rest of the way.

Metro, the Partnership for Downtown St. Louis and the St. Louis Convention & Visitors Commission need to find a way to also operate the trolley on Sundays.

Transit Changes During the Komen Race for the Cure Saturday June 11

Thousands will gather in downtown St. Louis for the annual Komen Race for the Cure. Thousands means thousands of cars.  Public transit is an option for those coming to walk, run, volunteer or just watch.

First the good news, Metro is operating MetroLink light rail trains on a rush schedule, from the alert:

On Saturday, June 11 from 5 a.m. until noon, MetroLink will operate:

Every 15 minutes on both Red and Blue Lines

Every 7-8 minutes between the Forest Park and Fairview Heights MetroLink stations

And now the bad news, because 14th Street, Market and Olive are closed during the event nine (9) buses will be rerouted:

Hopefully those who ride these buses to get to work are aware of these reroutes.

I-64 Weekend Closures:

MODOT will close all lanes of westbound I-64 from the Poplar Street Bridge to 20th Street beginning 8 am Saturday, June 10 for bridge repairs. The closure will end at noon Sunday, June 11.

Komen Race for the Cure Participants should be aware of several closures that could impact getting to the event:
• On Saturday, from 5 am to 2 pm for the Komen Race, the following ramps will be closed: the eastbound I-64 exit
ramp to Market Street/Bernard and the exit ramp to 20th Street and Chestnut and the westbound I-64 exit ramps to 21st Street and Market, and the exit ramp to the 3000 block of Market. (source)

My Transit Presentation at the Southwest Garden Neighborhood Meeting

Last night I spoke at the Southwest Garden Neighborhood meeting on the subject of transit.  My presentation was billed on the agenda as “Everything you wanted to know about using public transit but were afraid to ask.”  Not sure I lived up to that but here is what I presented:

  • Transit is not just light rail, buses are the main component of the system
  • Folks who’ve never ridden transit seem willing to try rail, but not buses
  • Route and stops are easy to understand on rail, harder with buses
  • Buses will get you more places, and closer to your start & end locations
  • Bus fare is $2, a transfer is 75¢ extra
  • Passes can be purchased for 2 hours ($2.75) , one day ($7.50), weekly ($23.50) and monthly ($68.00)
  • Seniors and the disabled can get a discount.  A special ID must be obtained from Metro.
  • Passes are valid on buses in St. Clair & Madison Counties in Illinois.
  • Wait for any passengers exiting the front door before boarding, exit the rear door when possible.  Note the rear steps are steeper so some may find the front steps more comfortable.

The meeting was held at the senior center located at 5602 Arsenal, so I mentioned places that can be reached on the #30 “Soulard” bus along with the time to get there:

The SWGNA office is located at 4950 Southwest Avenue so I mentioned options via the #14 “Botanical Garden” and #95 “Kingshighway” buses.

To drive the route to the airport it would take 20 minutes, 25 in traffic and is 15.7 miles. If you drove to catch a flight you’d need to consider the time spent parking at a long term lot and catching a shuttle bus to the terminal. Factor in the cost of gas, wear on your car and parking costs then transit might be a good option. Note that a late return flight might get you back too late to catch the last train.  I once had to exit the last train at the CWE station and catch a taxi the rest of the way home.

And finally I listed some options from Hampton & Southwest via the #90 “Hampton” bus.

Of course everyone would need to map their specific origins and destinations.  I find Google Maps far easier to use than printed maps and timetables.  Metro’s website was recently updated to incorporate Google Maps.

For many getting to work via transit may not be a viable option, but we take so many other trips in our lives outside of getting top/from work.

Unfortunately due to the rain I had to drive my car rather than take the #30 bus.  Thanks to Southwest Garden’s executive director, Dana Grey, for inviting me to speak.

A Month Without Transit

Last summer I decided to begin using transit for the bulk of my transportation needs.  I was doing well July 2010 through January 2011.

metropassBut then the snow & ice came in February.  It must have started in late January because I couldn’t get out to even buy a February pass.   Sure, I could have ordered it online but I decided I’d wait and see what happened.  We had that one nice week but I didn’t have a pass.  I could have bo0ught individual tickets but I find myself more willing to use transit when I can just swipe the pass rather than pull out money and not lose a transfer.

I went to the sales office at the SE corner of the convention center yesterday and bought a pass for March.  It feels better having the pass in my wallet, especially with rising gas prices. Now is the time to give transit a try, don’t wait until July when gas prices may exceed highs from July 2008.

Downtown Trolley Popular With Visitors

The #99 Downtown Trolley is proving popular with visitors to St. Louis.

I have no numbers, only my frequent observations of the ridership.  Locals are riding as well.

The wrap on the bus, the well marked route and the $2 all day fee seem to be doing the trick to get visitors to explore more of downtown.  The region benefits as well as others also take MetroLink to other parts of our area.

Poll On The Decision To Not Have Bike-N-Ride In St. Clair County IL

Monday I posted about how the Chair of the St. Clair County Transit board, Delores Lysakowski, doesn’t allow bike racks on the buses serving 15 municipalities in that county.  On Thursday the St. Louis Beacon looked into the story with more, although somewhat conflicting, reasons why an entire county in our region doesn’t have bike bike racks on the front of their buses:

Delores Lysakowski, chairwoman of the St. Clair County Transit District, says the racks damage the buses when they go through the bus wash.

“When they go through the wash rack, they tear the heck out of the bus,” she said.

But Bill Grogan, managing director of St. Clair County Transit District, has a slightly different tack. He says the racks damage the bus wash brushes. “The washers don’t damage the racks, but the racks can damage the washers,” he said. “They get stuck in those spinning brushes.” (full story: Want to bike and ride on Metro buses in St. Clair County? So which is it? Do the racks damage the buses or the brushes? Both? Neither?

Neighboring Madison County, like Metro in Missouri, sees the benefits:

Madison County Transit (MCT) has equipped all of its buses with bike racks to provide accessible connections between the MCT bikeway and bus systems. Now people throughout Madison County can simply BIKE AND BUS for transportation and recreation. In fact, MCT carries an average of 800 bikes each month, which equal more than 12,000 bike and bus participants and growing since 2003. (source)

In the full story, linked above, writer Kathie Sutin goes to Metro to ask them about their experience with washing buses with bike racks. In short it takes some extra labor to wash around the racks, but it is worth it.  Back in St. Clair County the attitude is they made the decision in the past not to have bike racks so it is not open for discussion.  This whole thing doesn’t sit well with me but I want to get a sense on your thoughts so the poll this week (right sidebar) is on this subject.

No Bike-N-Ride In St. Clair County Illinois

Using bike racks on the front of local buses is a great way to combine two efficient modes of transportation but interestingly those in St. Clair County don’t know the benefits.

Sometimes two-wheel transportation just isn’t enough to get you there. All MetroBus vehicles, except those in St. Clair County, IL, are equipped with easy-to-use external bike carriers. (emphasis added)

The above is the first sentence of Metro’s Bike-N-Ride page.  Really, no bike racks? Metro buses in Missouri all have racks as do buses operated by Madison County Transit.

I found it hard to believe that one county in our region had bus service sans bike-n-ride.  I had to see for myself.

Sure enough, the buses operated by Metro and serving St. Clair County IL don’t have bike racks.  I’ve been told if a bus from Missouri is reassigned to St. Clair County the rack is removed.  For me this is a “WTF?” moment.

Don’t blame Metro, they are under contract with the St. Clair County Transit District:

The St. Clair County Transit District (SCCTD) was created in 1981 under the Illinois Mass Transit District Act. SCCTD does not operate any buses directly but has executed contracts with others to provide transportation service for the fifteen townships that make up the District. The fifteen Townships in the District include:Belleville, Canteen, Caseyville, Centreville, East St. Louis, Engelmann, Lebanon, Mascoutah, O’Fallon, St. Clair, Shiloh Valley, Smithton, Stites, Stookey, Sugarloaf

How is it possible that a transit board, appointed by the chairman of the St. Clair County board, could short change so many?  So I asked why no bike-n-ride.  I received a very prompt reply:

“Because the chairperson of the st. Clair county transit district board does not want them on the buses. Her name is Delores Lysakowski. You can contact her mon- fri at 618-628-8090.”

So one person decided an entire county should receive a different level of bus service than others in the region! Thankfully she hasn’t disconnected the wheelchair lifts — yet. If you disagree with Delores Lysakowski’s decision to prevent bike-n-ride in St. Clair County, please contact St. Clair County Transit to let them know.

#99 Downtown Circulator now the #99 Downtown Trolley

Last week the #99 Downtown Circulator bus was replaced by the #99 Downtown Trolley.

The trolley is still a bus — one of Metro’s 30ft buses (compared to the standard 40ft).  Some had expected a real trolley instead of a dressed up bus.  To me a real trolley rides on rails, not inflated rubber tires.  I detest those vehicles built to look like an old wood trolley.  No, they equipment used is a standard bus (30ft vs the normal 40ft) with a colorful wrap.

At the end of the press conference we all boarded three of the newly wrapped trolley buses to ride the full route.

What stayed the same:

  • Same 30ft buses used before, requiring steps or use of lift.
  • Washington, Broadway, 4th still served.
  • Serves the Convention Center MetroLink station and the Civic Center bus & MetroLink station on 14th.
  • You must pull the cord to signal you want to exit the bus.

What changed:

  • Different route goes west of Tucker on Washington to City Museum
  • Follows Market St rather than heading down Broadway by Busch Stadium, now serves Citygarden.
  • Better hours and more frequent service.
  • Special signs to mark stops
  • Friendly route maps posted where the trolley stops.
  • The fee structure changed dramatically.  You can still use your Metro monthly pass or a transfer from another line but now $2 will buy an all day pass on the trolley.  Kids, seniors and disabled is $1. Thus a family visiting St. Louis can ride the trolley to and from their hotel to many venues all day long for very little cash.

Hours and rates, Metro passes can also be used.

What is great about the changes:

  • The new vehicles are highly visible.
  • Service from 5:30am-Midnight Monday-Saturday.
  • 20 minute maximum wait.
  • People who don’t normally ride buses are riding this line.

What still needs to change:

  • Drivers need to announce the upcoming attractions along the route.
  • Route maps need to be posted inside the buses so visitors can review as they ride.
  • Sunday service?

I’ve ridden the 99 once since the press conference and the only riders were tourists — a family and a couple.  We finally have the downtown line that the old circulator should have been.

A trip to Belleville Illinois

On Monday I was on our MetroLink light rail system heading eastbound into downtown St. Louis to return home.  I had bought a 2-hour pass to give me the freedom to stop along the way to explore, as a I done the week before when I stopped at Grand. But then it hit me, I should visit Belleville, IL.

I’d been to Belleville only a few times in the last 20 years, always as a motorist. I’d only gone into the downtown once and that was probably 15 years ago.  It was a nice day and I knew from others that the light rail station was close to their downtown.  When I arrived it was unclear which way I should head so I boarded the “Main Street” bus after confirming with the driver it would get me to their Public Square. Fares paid on the Metro system are good in St. Clair County where Belleville is located. Metro East cities like Granite City, Collinsville and Edwardsville are served by Madison Country Transit and require additional fees.

The sidewalks along Main Street and around the large traffic circle in the center of the Public Square have been redone recently. Folks from other municipalities in our region should visit Belleville to see first hand.  Even better, visit in a wheelchair to see how the ramps and crosswalks work compared to most — which don’t work well.

Aligning ramps opposite each other seems obvious but to often engineers miss this.  The width of the ramp is nice too because it prevents a conflict when meeting others that need the ramp (wheelchair, stroller, etc).

In the City of St. Louis, for example, ramps are often placed at the apex of the corner.  In the above picture that would be the area between the two black bollards.   The problem with that is pedestrian traffic in both directions are squeezed into the apex.  Often when I cross a street I must go outside the crosswalk area to line up with the ramp and then ask people who are waiting to go the other direction to move aside. I’ve found the able-bodied like to use the ramps rather than stepping down from a curb.

Belleville’s solution solves those issues. Not every intersection had the above full corner ramp — others had a ramp for each crosswalk. Navigating the sidewalks of Beleville was much easier as a result.

I didn’t see any spectacular individual buildings but that was fine with me, the sum of the ordinary buildings along Main Street was greater than the parts.  The scale was pleasing and I saw many pedestrians — I was there at lunchtime.  I stopped in a Quizno’s and there was a neighbor of mine from two floors down.  Small world.

Like every Main Street Belleville has some bad buildings from the second half of the last century as well as a gap or two. Hopefully the corner spot shown above will get new construction soon.

One of the best things they did was bring out the curb at some corners to block the end of the on-street parking.  This reduces the length of crosswalks and slows down motorists.

In other cases this extra sidewalk was put to good use as a place for outdoor seating for the adjacent restaurant.

From my short bus ride to downtown I knew Charles Street would take me directly to the station. On the bus ride I was looking to see if I thought it would be accessible for me — it was indeed.

The above ramp is a type that St. Louis should have in many places. I was able to stay in line with the crosswalk and just continue on my path.  In St. Louis the ramp would have been directed at a 45° angle to the curb/crosswalk, requiring me to leave the crosswalk to get onto the ramp.  St. Louis does ramps that way because those can serve two directions at once.  But in the above case there is no where to cross the street in the other direction — there is only one way anyone would approach this ramp.  Belleville made sure the ramp faced that one direction, St. Louis has had a habit of doing the same treatment for ramps regardless of different conditions.

Approaching the station, a little less than a mile later, the pedestrian sidewalk continues.

Pedestrians don’t have to walk through a parking lot behind cars.  Crossing drive areas are minimized and marked.  Even those who drive to this station can use the central sidewalk to walk into the station rather than just in the parking area.

I bought enough bus & MetroLink passes in May & June that I went ahead and bought a monthly pass for July. So look for more posts from throughout the region as I explore via transit.
