Separation of Sidewalk & Surface Parking

When building a new surface parking lot in the City of St. Louis you are required to have separation between the parking area and the adjacent public sidewalk.  A fence, landscaping or even a simple concrete curb would have prevented the drive of the above car from pulling so far forward that I couldn’t pass on the sidewalk.

    . . . but keying his hood sure would've felt good, and maybe even sent a not-so-subtle message . . . Realistically, it gets back to enforcement. This is already illegal. But without a concerted effort, by the city, of right-of-way enforcement, then these conditions will continue. It's all about choices and priorities. Other cities, like Philadelphia, Detroit, Denver and Clayton, are known for their “parking nazis”, and generate both siginificant revenues and better compliance from their efforts. We obviously choose to focus on other issues . . . .
