BOARD BILL NO. 82 INTRODUCED BY ALDERWOMAN SHARON TYUS An ordinance to vacate all commercial driveway apron and/or curb cuts that abut the front roadway know as the 4900 block of Terry and prohibiting any new commercial driveways, aprons, and/or curb cuts from being constructed or permits to construct a commercial driveway, apron, and/or curb cuts from being issued, and containing a emergency clause.

BB 82 & 83 are classic examples of micro-management and the St. Louis way of doing things. The question is this good or bad? Would the CITY be better served if there were a citywide rule on this issue, and not just this one block?
I’m guessing that this has a whole lot to do with a (newly?) proposed (autocentric?) development on the vacant parcel(s) on the northeast corner of Kingshighway and Terry. Personally, I think Planning and Zoning and/or Streets should be making the basic decision(s), looking at a consistent, citywide policy, not the one-person “czar” of the ward.
BB 85 is one of those that requires reading the entire text of the ordinance, since both “vending” and “districts” are nebulous terms. I’m guessing, on this one, that it’s aimed at food trucks, but it’s just a guess.
This isn’t micro-management at all, this is the pieces necessary to close the street at Kinghigheay — further cutting up the street grid.
BB 85 was some interesting requirements, to say the least. For example, apparently a license will only be granted if the application includes a “full face photograph of the applicant and a full face photograph of the applicant’s employees” and any time information in the license changes, you have ten days to notify the license collector. Which I believe means you have to provide a picture of every employee to the city within ten days of hiring them. That seems a bit extreme.
