Poll: Which Alderperson(s) would you like to see out of office?

ABOVE: St. Louis City Hall

If you follow politics in the City of St. Louis you probably have a favorite member of the Board of Aldermen.  And conversely, you probably have at least one you think should no longer be in office.  Through not running, defeat at the polls or even a recall, I’d like you to pick the alderperson(s) you think shouldn’t be in office.

I don’t typically vote in my own poll but I want to this week.  I realized I couldn’t pick just one , or even three, so I’m allowing you to pick up to five answers. I want more than five out of office but I felt I could fairly narrow my list down to five.  I realize this poll  isn’t entirely fair, some alderpersons have barely been in office two months, whereas others have been in office more than two decades.

Typically I have the poll software randomize the answers but this week they are fixed, presented in order of ward number.  The poll is in the upper right corner of the blog.  If all goes as planned on Wednesday July 13th I will be able to present a ranking of all 28 plus the citywide President. Who knows, I might even name the five I ‘m going to select in this poll.

Poll: Should Scrap Metal Dealers Be Required To Mail Checks Rather Than Pay Cash?

ABOVE: Cash's Scrap Metal on N. Broadway couldn't pay customers in cash is a new bill becomes law

The poll this week relates to a bill at the Board of Aldermen:

The ordinance would force scrap yards to stop dealing in cash and to computerize records of what they buy and from whom. They could only accept air-conditioner coils from certified technicians and could lose their business license if they violate the ordinance.

It is the first item — requiring scrap dealers to pay their customers by a mailed check — that is causing the most consternation. But that’s the one element police say is a must if the city wants to curb scrap metal thefts that are costing property owners thousands in repairs and driving rehabbers out of St. Louis.

Since 2010, the city has seen more than $6 million in scrap metal thefts, $1.5 million of that since March. Police say drug addicts who steal scrap and sell it to support their daily habits would lose interest without the immediate payout of cash. (STLtoday.com)

Board Bill #86 sponsored by  16th ward Ald Donna Baringer on June 3, 2011. Co-sponsors listed are Troupe, Arnowitz, Wessels, Boyd, and Cohn:

An ordinance pertaining to the purchase or resale of scrap metal; repealing Ordinance 67424, presently codified as Section 15.159 of the Revised Code of the City of St. Louis, pertaining to electronic database requirements, purchasing HVAC scrap metal, establishing licensing requirements and rules and regulations for persons doing business in the City of St. Louis as scrap metal merchants; containing definitions; a penalty clause, a severability clause and an emergency clause.

I’ve read opposition on Facebook, saying this bill, if passed, will hurt legit guys who collect metal for a living. The argument is they depend on cash to buy food and pay rent.

I don’t have a strong opinion, but I’d like to see how readers feel about this issue so this is the poll topic this week. As always, the poll is in the upper right corner of the blog.

Poll: What, If Anything, Should St. Louis Do About the Homeless Camps on the North Riverfront?

ABOVE: sign at the entrance to Hopeville

St. Louis, like so many other cities has homeless camps, ours are located along the Mississippi riverfront just north of Laclede’s Landing.

St. Louis streets are home to more than 1,300 people on any given day. Just north of the Gateway Arch are a number of people, huddled in tents, adding to those numbers.

Littered with tents, just west of the flood wall, separating the Mississippi from the city, sits a group of people who prefer living on the streets over housing. (KSDK)

Yesterday I visited the largest of the three, Hopeville, with about 50 residents. Sparta and Dignity Harbor each have about 20. All three camps occupy a stretch of land just west of the flood wall between Mullanphy and Dickson (aerial).

Recently one camp resident was stabbed by another:

In response to the killing, city officials hinted that the camps might be eliminated by the end of summer. A few days after the stabbing, three aldermen representing parts of downtown sent Mayor Francis Slay a letter arguing that a “take it or leave it” plan might exacerbate the problems. They urged him to include elected officials, community and business leaders and the homeless in the city’s search for solutions to camps of homeless people on the riverfront. (St. Louis Beacon)

The victim was the camp’s leader, he got involved when one resident was being aggresive with another. I spent over two hours at Hopeville, sitting and talking with residents, including the new leader Moe.

Here is the poll question and the answers I’ve provided:

Q: What, if anything, should St. Louis do about the homeless camps on the north riverfront?

  • Nothing
  • Force them to leave immediately
  • Provide services to make them more comfortable there
  • Provide alternate land to use that has running water, power, restrooms and some shelters (ie: campground)
  • Arrest them for trespassing
  • Put them on a bus to somewhere else
  • Fund more emergency / transitional housing
  • House them in safe supportive apartments
  • Allow them to remain but charge for trash service and cite for maintenance violations
  • Offer them annual lease option from City of St. Louis. Lease would require sub-leases with all residents. Rent would be paid with required volunteer service

These answers are presented in a random order on the poll, located in the upper right corner.  Thanks to Jay Swaboda, Kathleeen Wilder and Brian Matthews for their feedback on the poll wording. Check back on Wednesday June 22nd for the poll results and for my thoughts.

Poll: When Will St. Charles County Go Smoke-Free?

Interesting news from St. Charles County last week:

The fate of a proposed countywide smoking ban is now up to County Executive Steve Ehlmann.

The County Council voted 4-2 on Tuesday night for legislation to put the proposal on the November 2012 election ballot. Ehlmann has yet to signal whether he’ll sign or veto the measure, which would apply to bars, restaurants and most other indoor public places. (STLToday.com)

With St. Louis City & County now smoke-free, with some unfortunate exceptions, it would be nice to see more of the region become smoke-free.

He [Ehlman] has 10 days to veto or sign the bill. If he does neither, the bill is automatically approved. (Patch.com)

This is the subject of the poll this week: When Will St. Charles County Go Smoke-Free?  The poll is located in the upper right corner of the blog.

I hope Steve Ehlmann doesn’t veto this bill so the question goes to voters in November 2012.

Poll: Will you shop at the downtown Macy’s more than you used to?

ABOVE: Papa FaBarre's in Famous-Barr (now Macy's) is no more. No French onion soup for anyone!

A few days ago the downtown Macy’s store in the Railway Exchange building had a reopening event:

The store is shrinking to three floors from seven at the Railway Exchange but will carry more clothing for office workers and more housewares targeted at residents of downtown lofts and apartments. Gone are the store’s furniture department and two restaurants. All 134 store employees remain. (Source)

The store was packed on Thursday! Looking around the housewares department it is clear a car-free downtown resident could get everything needed to stock a loft kitchen, including a stock pot. I’m more likely to buy clothing at a thrift store than a department store so I can’t speak to the selection of men’s clothing.

My poll question this week asks “Will you shop at the downtown Macy’s more than you used to?” I hopefully have covered all the possible answers but if not supply your own.  The poll is in the upper right of the blog.
