Technology is great when it works. A couple of weeks ago my right sidebar disappeared when I tried to add some new code. Earlier today a programmer was trying to fix that problem and the main index file disappeared. We had all this backed up but it is not accepting the backup. Good thing I’m on lots of medication for high blood pressure!

To get the site up and running again I had to at least temporarily select a new theme. Please bear with me as we get these issues resolved. A note to advertisers — your ads will be back up ASAP. – Steve

 

Washington Ave Suffering From Deferred Maintenance

When the rebuilt Washington Avenue (Tucker to 18th) reopened around 2003 after a $20+ million make over everyone was excited. Initial meetings were held in 1999 and the project took a long time to complete. It was a major project, reducing the street from four travel lanes to just two so that wider sidewalks could be accommodated.

The street has been done for not even a decade and it is already looking a bit ragged. The main issue is the absence of so many street trees.  Nine out of 41 are missing between 14th and 18th:

None of the trees look like they’ve been freshly cut down.

The limb above is being held up by Christmas lights.

This poor tree on 13th is barely holding on.

The two blocks West of Tucker have a zipper motif to reflect the area’s past use as a garment district.  I was never a fan of such motifs but hey, whatever.  Above is part of the design in the center of the street.

But step just to the West and you see a spot where the stone pieces are missing and the whole filled in with asphalt.

Another car length West and again we have missing stones patched with asphalt.

The problem here is funding sources.  We can find federal money for big capital improvement projects but not for ongoing maintenance.  So where should the money come from?  The Alderman’s allocation?  Too bad we don’t have some taxing entity for improving the downtown community.  Oh wait, we do — the downtown Community Improvement District (CID) that is administered by the Downtown St Louis Partnership. From the CID page:

The Community Improvement District provides new and enhanced improvements and activities, including: maintenance, security, marketing/communications, streetscape improvements, landscaping services, economic and housing development, and special events above and beyond those currently provided by the City. 

Yes maintenance is on the list.  Well Jim you’ve got some maintaining to do.

 

Reconnecting St Louis to the Mississippi; Don’t Cover the Highway, 86 It.

People are naturally drawn to large bodies of water — rivers, lakes and oceans. In St Louis we’ve got the mighty Mississippi as our Eastern border. Sadly we’ve made it far too difficult to actually reach the river.

Last week I did a post announcing the National Park Service’s open house to review their proposed General Management Plan for the Jefferson National Expansion Memorial (aka the Arch & Arch grounds). I had jokingly suggested that the city wanted to replace the arch with the world’s tallest parking garage. Reader comments quickly turned to Memorial Drive and I-70 that divides the Arch grounds (and the river) from downtown.

Forever people have complained about how downtown is cut off from the river and the Arch. The interstate is obviously the barrier. But none of the higher ups are talking about removing the barrier! Instead, they are proposing a literal band-aid solution. One that leaves some 80+ percent of the barrier in place.

All valid points. At the time the Arch won the design competition the highway was an assumed. It was just thought we’d all drive our single occupancy vehicles there. Those that would walk would do so only at the center of the Arch. To make sure we only crossed at the center new buildings both North and South of the center blocked off the downtown street grid. The result is that Memorial Drive is barely tolerable as a place to drive and not at all as a place to walk. To illustrate this point I’ve put together a short video:

The NPS is incorrectly focusing all their attention on connecting to downtown at one single point — in the center aligned with the Old Courthouse. A better connection to the Arch grounds and down to the river is more than a single bridge or even a 3-block “lid” can address.

The solution?

  • I-70 needs to be removed from the equation (more on that further down).
  • Memorial Drive needs to be reconstructed as a grand boulevard and renamed 3rd Street.
  • Buildings fronting the existing Memorial need entrances facing the Arch.

The new Mississippi river bridge, when built, will become I-70. While some traffic uses this portion of I-70 as a pass through between North & South they can use my proposed 3rd Street Boulevard or other North-South streets on our street grid. I’d remove I-70 from the new bridge on the North all the way to I-44/I-55 on the South. This would permit a larger portion of the downtown and near downtown to begin to heal from the damage caused by the highway cutting off streets.

SF's Embarcadero

San Francisco’s Embarcadero Freeway carried 70,000 cars daily when it was destroyed by earthquake in 1989. Today the new boulevard still carries a considerable amount of traffic while encouraging pedestrians to walk along or cross it. San Francisco took the opportunity to connect the area into their streetcar system. I say we use this new 3rd St boulevard project as an opportunity to introduce a modern streetcar loop to downtown with a section passing right by the Arch.

This new modern streetcar line, complete with accessible low-floor cars, would use Broadway in one direction and the new 3rd in the other. The line would go North of the Edward Jones Dome to the site that has been hyped as the Bottleworks District. At the other end the line would use both Market and Walnut (or Clark). This would connect the Arch grounds to the future Ballpark Village, MetroLink light rail, and numerous hotels. On this end the line could turn around at 22nd with new development on the extra state land that was reserved for the abandoned 22nd Parkway. Back at the other end, when the dome is imploded after the Rams leave or we build them a new dome the line will connect to new development there. The line could be extended east along Cole to eventually reach the old Pruitt-Igoe site as a location for a new dome or whatever Paul McKee has in mind.

With high activity points along the route the line would be well used. Zoning along the line would need to mandate urban buildings with frequent entrances, not blank walls. Ditto along the new 3rd. The buildings we have now are a disgrace. Cars in parking garages have outstanding views of the Arch while the pedestrian on the sidewalk is subjected to a wretched environment.

A little bridge or a lid over the highway just isn’t enough. Earlier generations dreamed big and it’s time we did too if we plan to fix their mistakes.

A Stroke of Insight

When I moved into my loft this past November I didn’t move any of my three televisions. I haven’t missed TV at all, I read far more now, I watch DVDs on my computer and we always have TED online. TED is an annual conference about ideas — in particular “ideas worth spreading.” I’ve watched many of the presentations. Last week I received an email with the TED top ten and there at #1 was one I had watched while in the hospital following my stroke:

Neuroanatomist Jill Bolte Taylor had an opportunity few brain scientists would wish for: One morning, she realized she was having a massive stroke. As it happened — as she felt her brain functions slip away one by one, speech, movement, understanding — she studied and remembered every moment. This is a powerful story about how our brains define us and connect us to the world and to one another.

My stroke was different than hers in that mine was on the right side of my brain. Especially at the time my speech was slowed and slurred but it was never totally lost. My long term memory was fully intact. I recall in the hospital seeing other stroke patients able to walk and move their arms but struggling to speak. I don’t think I’d trade places with them if I could, even though reprogramming my brain to operate my left side and to give me sitting & standing balance as been a major challenge.

My short term memory is greatly improved although if you were to tell me your phone number I might struggle to remember it long enough to dial it. A note to people that use the phone — call people from the number you want them to call back on.

Dr. Taylor’s presentation is very moving, I can see why it is #1.  It has been more than a decade since her stroke.  I know that once my recovery time is measured in years, instead of months, I too will be fully recovered.  Now that will be “neat.”

 

The Pledge of Allegiance

We recited the pledge as children in school and occasionally as adults. It has meaning but it has also changed over the years since first written in 1892. The pledge did not become officially recognized by the U.S. government until June 1942 (wiki).

Comedian Red Skelton was in his late 20s by this time but he still had recited the pledge in school. He recalled the pledge on his show in January 1969:

When Skelton was in school our nation only had 48 states.

The words “under God” originated with the Knights of Columbus in NYC in 1951 and by 1954 they became official. Personally I think the pledge, originally written by a minister, was better without reference to a deity. Recent court cases have challenged the “under god” phrasing. At least one bill has been introduced in a prior session of congress that would have forbidden the Supreme Court from ruling on challenges the the wording or mandating of the pledge. Of course Congress can’t pass a law prohibiting the Supreme Court from ruling on constitutional matters.
