Except that Missouri law prevents the app from working! WTF? Trying to think of the logic as to why such a law would be in place. I scanned the long list of Missouri liquor control laws and didn’t find an obvious one to review.  Probably and old Blue Law.
Could it be that manufacturers (Stella Artois) aren't allowed to circumvent their distributors/wholesalers and identify retail locations, especially only those that sell their products? Or, could it be that you were using the app during a time when state law requires that bars be closed?
Not certain, but it's probably due to the fact that the iPhone user's age cannot be verified. Most liquor/beer company websites have an age verfication screen before you can browse their sites (not that it's really useful in preventing minors from going on their sites), perhaps this is similar.
