Is this a pedestrian crossing on Grand?
This weekend I noticed a couple of planters decorated with reflectors in the center of N. Grand Blvd in front of the Fox Theater.
It appears the intent is to create a pedestrian refuge for those crossing the busy street to get to the Fox.
From the above we can see Grand Blvd before the planters were added in the center. So I ask again, is this intended as a refuge for pedestrians crossing the street? If so much more work needs to be done to make it a proper crossing – curb ramps and stripes.

Grand Center received a stimulus grant to do streetscape improvements along Grand, mainly to replace the sidewalks improvements from 20+ years ago that are not aging well. I would guess that a proper crossing would be installed as part of that larger upcoming project.
There will not be a crosswalk at this location; at least not according to the plans from the Board of Public Service. I imagine this is for special events, only.

Yes, that's the intent, but it's not a day-to-day crossing, as much as a temporary crossing when police are there to direct traffic before and after shows.
Curb ramps would be helpful for those of us who have difficulty with curbs, especially in group situations.
Brent is correct; I've seen it in use this way. The policeman stands between the planters.
Hey, they're better-looking than the white concrete pipes on S. Grand, and just as likely to get hit. My cynical side says hoosier solution. My pragmatic side says the city is trying to stretch a limited budget as far as possible.
I believe an officer was recently hit by a car while directing traffic, so the Fox asked that the planters be moved as a quick, somewhat attractive, but temporary fix to protect the officers. I think the intention is that the planters stay until something better can be executed, as this crossing is only used during shows at the Fox when crossing guards are on duty.
Laura is entirely correct. The planters are being used to protect the officers standing in traffic helping pedestrians cross.
