Labor Needs To Be Paid A Living Wage

My first job was assisting my father, a carpenter, on construction sites in the summer, starting around age 8 (1975). One summer I decided to assist a rock layer to earn more money but that was grueling labor. My first job, other than for my father or other trades, was working for the local Arby’s fast food chain at age 16 (1983). I lasted 4 days before I knew I wasn’t cut out for fast food work. I worked for my next employer, Toys “R” Us, for 5 years. When I left Toys “R” Us in 1988 the minimum wage in Oklahoma was $3.35/hour (source), but I was making $5.90/hour as a part-time head cashier. Many of my co-workers were also in school (high school or college) or had other full-time work, but for some it was their only job. They were young and not supporting a family though. Today face of the minimum wage worker is radically different from when I started at mimim wage 30 years ago. They’re older, more educated:

Government statistics and studies suggest that the common picture of the fast food worker is inaccurate. Not only are relatively few of them teenagers looking for some pocket money while attending school, but the number of adults working in low-paying part-time jobs against their wishes is rapidly growing. [snip] Meanwhile, these jobs are no longer introductions to the world of work. The age of the average worker is 28, with 70 percent 20 years old or older, according to statistics compiled by AOL Jobs. One out of four has at least one child. A third has at least some college education. And, according to the National Employment Law Project, there is “limited occupational mobility,” so the positions don’t lead to higher paying positions let alone opportunities to own franchises. These adult workers “Can’t survive on $7.35.” They’re employed, working full time, yet not surviving.

You may dismiss their situation, thinking they should’ve gotten more education to land a better paying job. Again, these workers aren’t high school dropouts, nationally a third have some college education. Suppose they all found better jobs, most fast food establishments & retail stores would have to close because they’d have no employees. Even now far suburban places must pay more to lure workers to commute to the newly created jobs. The closer jobs often being created by developers seeking tax-increment financing (TIF) likely pay just minimum wage with no benefits. The other thing you might be thinking these people have made poor decisions in life, so they must deal with the consequences.

However, life is never that simple:

In a series of experiments run by researchers at Princeton, Harvard, and the University of Warwick, low-income people who were primed to think about financial problems performed poorly on a series of cognition tests, saddled with a mental load that was the equivalent of losing an entire night’s sleep. Put another way, the condition of poverty imposed a mental burden akin to losing 13 IQ points, or comparable to the cognitive difference that’s been observed between chronic alcoholics and normal adults. The finding further undercuts the theory that poor people, through inherent weakness, are responsible for their own poverty – or that they ought to be able to lift themselves out of it with enough effort. This research suggests that the reality of poverty actually makes it harder to execute fundamental life skills. Being poor means, as the authors write, “coping with not just a shortfall of money, but also with a concurrent shortfall of cognitive resources.” (How Poverty Taxes the Brain)

Poverty adds a burden that makes it difficult to make good decisions to escape poverty. Additionally,

Fast food is a billion dollar per year industry in St. Louis, and we believe that no one who works for a living in such a profitable business should be forced to rely on public assistance to provide for their family. One-quarter of St. Louis’s workforce works in the service economy, and in fast food the average annual salary is less than $19,000. When workers are paid a living wage, not only will it strengthen the economy but it will also reduce crime in our neighborhoods. (source)

Living wage?

The living wage shown is the hourly rate that an individual must earn to support their family, if they are the sole provider and are working full-time (2080 hours per year). The state minimum wage is the same for all individuals, regardless of how many dependents they may have. The poverty rate is typically quoted as gross annual income. We have converted it to an hourly wage for the sake of comparison. Wages that are less than the living wage are shown in red.

The minimum wage isn’t enough for an adult to support themselves. With such a huge part of our region, largely in the city, making minimum wage it is easy to see the region will not be able to prosper. Sure, there are business owners getting very wealthy off the backs of many.

A few benefit while the region is held back.

Poll: How should St. Louis County invest Prop A funds to expand public transit infrastructure?

In April 2010 voters in St. Louis County approved a transit sales tax, Prop A:

The sales tax is expected to generate about $75 million a year in St. Louis County, which will be used to restore lost service and expand MetroLink and bus rapid transit. Metro officials said passage of the measure also would trigger collection of a transit sales tax that voters in the city of St. Louis approved in 1997. (stltoday.com)

I’m not sure how much St. Louis County is putting toward operations versus holding back for future transit infrastructure. Regardless of the exact amount, having a discussion about where & how to expand transit is beneficial.

Light rail? Bus Rapid Transit? More regular bus routes?

Manchester Ave More Accessible Than Expected

I highlight accessibility problems all the time, like Tuesday & Thursday, so today I’m going to talk about the pleasant surprise I discovered on Monday. I ended up at Manchester & Macklind well before the westbound MetroBus was due, so I headed west. I knew this stretch of Manchester Ave isn’t a trendy neighborhood so I wasn’t sure what to expect as I rolled along passing the time.

Pleasantly rather than find obstacles at every cross street I found new ADA ramps. Plus they are directional, meaning I could actually continue in a straight path rather than be directed out into Manchester Ave.

So at least 1.1 miles of Manchester Ave from Macklind to Dale (map) is now accessible. Because MoDOT is resurfacing Manchester they updated the accessibly, as required by federal guidelines.

As for the problem I encountered above I got this reply from Streets director Todd Waelterman: “At this particular intersection, sewers and the proximity of buildings did not allow them to install a compliant ramp. Thus we are utilizing the ramp a few feet north and will be placing signs to indicate such access.”

I was prepared to wait for the bus at Macklind, so I was very happy I could spend the wait moving in that direction.

St. Louis Civil Rights: Jefferson Bank Protest

Fifty years ago today, just days after the 1963 March on Washington ended, protestors were staging a sit-in at Jefferson Bank, then located on the SW corner of Jefferson & Washington, 2600 Washington Ave. The dispute, however, wasn’t new, it had been ongoing for seven years by this point.

As I detailed a few years ago, Jefferson Bank moved into their new building in 1956. After the move, all their cashiers were suddenly white. Black customers were no longer represented behind the teller windows. To learn more about the struggle, protest, and change consider attending an event tonight at the Missouri History Museum:

I still find it weird that I was born just three and a half years after the March on Washington. I know society has progressed immensely since then, but work remains.

An Infuriatingly Avoidable Accessibility Issue

The former headquarters of the Missouri Pacific Railroad reopened on May 12, 2011 as luxury apartments called Park Pacific. The Lawrence Group was the architect as well as owner/developer, they an impressive job.

But I’ve had a few issues, such as rolling dumpsters left blocking the Pine Street sidewalk.

In April of this year the sidewalk was blocked, not the first time. To my knowledge, it hasn’t been blocked since.

In the 2+ years since the building reopened a number of businesses moved in. KMOX radio moved into some commercial office space, for example. At the street-level there are a number of options: frozen yogurt, fine dinning, smoothies, and most recently, Art Saint Louis + Mississippi Mud coffeehouse.

Earlier this week I had a meeting with someone, she suggested we meet at Art Saint Louis + Mississippi Mud. When Art Saint Louis announced their plans to relocate from 555 Washington Ave to the Park Pacific I was interested, the sidewalk entrance from their Washington Ave location wasn’t wheelchair accessible, but at least they also had a 2nd entrance via the lobby.

I just assumed with the $109 million dollar building renovation the accessible entrance to their new space must be through the main lobby as well. I thought nobody would build a tenant space with a brand new non-ADA exterior-only entrance. Turns out I was wrong, The Lawrence Group designed, built, & leased a storefront with one public entrance without required wheelchair access as required by the Americans with Disabilities Act.  The architect can’t say the owner made changes without their knowledge — the owner & architect are the same entity!

The sidewalk should’ve been raised up when poured, but it wasn’t. They had two years to fix it while the space was vacant and for lease, but they didn’t. No, it wasn’t until I arrive that it became an issue to fix. The executive director of Art Saint Louis and owner of Mississippi Mud were both apologetic, they genuinely felt bad.  Two staff from the Park Pacific got involved, guiding me through the lobby to a back service corridor, to a back door to the Art Saint Louis space.

But it was worth the journey, the new space is very nice. Much better than their previous space, which had become very dated.

One person said they could grind off the step, though it would be steeper than the ADA allows. On Tuesday post some were shocked when I said I was ok with the city using asphalt to deal with a problem where a sidewalk sank, causing a bit of a lip less than this one. It was suggested I have a double standard.

Well, yes and no.

The sidewalk situation I posted about Tuesday has several parties involved, hard to determine who’s at fault for the sidewalk sinking next to a water vault lid that didn’t sink.  Here we know clearly who’s responsible — and they received tax incentives to do the project. The mayor and other elected officials were present at the ribbon cutting.  So yes, I hold this project to a higher standard, but I wouldn’t call it a double standard.

At this point I want the entrance fixed precisely conforming with the ADA — not a fraction of an inch out of compliance. I have a digital level I’ll bring to test the solution. The Lawrence Group should know better, they cannot claim ignorance. They created the problem for themselves during the renovation, they didn’t address it for the 2 years the space was vacant.

Unfortunately the very nice people at Art Saint Louis + Mississippi Mud will be inconvenienced while this is busted out and redone in compliance with the ADA. If you plan to lease space for a business please make sure it is ADA-compliant. You can’t assume just because the owner of the building is an architecture firm that they got it right, bring along an independent 3rd party to verify before you sign the lease.

I emailed Lawrence Group partner Steve Smith that same day, saying I was “angry & disappointed.” Infuriating!!
