Auto-Centric Strip Mall in City Adds Pedestrian Access

Just a few weeks ago the curbs were in place for the auto drives/parking at the new auto-centric strip mall, located technically across the street from the Soulard neighborhood (see prior post). As of October 21st, no visible signs of any pedestrian access had been made — it was as if it was assumed everyone would simply drive to this location even if you could see the place from your home a block away.

Myself and others objected to the suburban design, no doubt. But lacking a single sidewalk connection was just too much — people in the city do in fact walk.

Today, above, we see that a short section of sidewalk was added between the public sidewalk and the auto drive. The newly poured curbs were cut out and replaced with accessible ramps. Although I have not checked the ramps for precise compliance at first glance they appear to comply. See there, it wasn’t so hard was it?

Does this new accessible entrance make this project urban? Hardly. Does it make the project minimally tolerable until it can be razed for something worthy of being in our city? Yes! Why something so simply as a few feet of concrete and assumption that people will in fact seek out a walkable environment (although this is not technically a good walkable environment) it not required from day one is beyond me. This is not difficult and for a subsidized project this should be the very minimal that is acceptable.

Thank you to everyone that express their outrage over this lack of pedestrian access and the overall suburban nature of this design.  Hopefully we’ll make enough developers come back and modify their designs to add pedestrian access that at some point they’ll just ask for it up front!  Of course, you’d think their architects and engineers would just include it to begin with —- it is a federal requirement after all.

As of this time the Starbuck’s, a separate structure at the far end, still does not seem to comply with the ADA standards for accessibility.

 

St. Louis May Be One of Few Cities in the World With an Elevated Bikeway

The message to the crowd was simple — the Great Rivers Greenway District already owns the old elevated railway trestle that runs from Hadley and Cass to the McKinley Bridge and they want to turn it into one of the world’s few elevated bikeway and walking trails. Inspiration comes from Paris’ Promenade Plantée and New York’s planned High Line.  Chicago and Philly are also working on similar projects.

A good crowd (a “few” if KSDK were counting) gathered last Thursday evening at the Confluence Academy in Old North St. Louis to hear the early thoughts on the proposal. Questions centered around specifics and planners had to continue to remind everyone that this in the very beginning stages — no specifics are known other than what it is they own and control.

Paris and New York are the only two cities with elevated bikeways. Chicago is looking at doing the same thing but they don’t yet have control over the trestle they have in mind. The following are some of the images from the presentation:

The idea is to have a bike path, a walking path, message boards, native greenery and to make creative use of the old supports for the electric wires that powered the old interurban lines.

Some of the concepts they presented included wind, sun and rain collection.

They hope to encourage adjacent buildings to add green roofs to improve the experience, reduce the heat island affect and reduce energy costs for those owners. Taller trellis’ would be added where necessary to prevent people from gaining access to roofs from the trestle.

One idea they explored is to widen the trestle at a point or two to gain more “plaza” space and room for viewing.

One nice thing is the prominent view from I-70. Greening up the trestle and incorporating signs would hopefully increase the curiosity of motorists.

A small portion of the trestle is already being prepared for such a use — connecting to the soon to re-open McKinley bridge. This will give cyclists an easy route to Illinois.

One potential issue is the proposed Mississippi River Bridge — it would intersect with I-70 immediately south of where the trestle crosses. Although the clearance from the highway to the bottom of the trestle is fine, it does not meet current standards. MoDot is seeking Federal approval to allow for an exemption so the trestle can remain in place. Of course, no final design or funding has been worked out between Missouri and Illinois on this bridge so it is anyone’s guess when and if I every actually happens.

I’d like to see I-70 removed from the area between downtown and the arch but part of me doubts that would every actually get removed even if a new bridge for I-70 traffic was built. I’d like to see the MacArthur Bridge, located to the south of the Poplar Street Bridge, reopened to auto traffic, or perhaps as another bike/pedestrian bridge like the Chain of Rocks (the MacArthur still carries railroad traffic below the former auto deck).
Despite the potentially high cost, I think retaining these old industrial structures and reusing them for bike connection is a worthwhile pursuit. The connection with the wonderful North Riverfront trail at Branch Street would be great.

 

Political Insider Blocks Path of Sidewalk with SUV, Defense Caught on Video

Arriving at City Hall this morning I spotted an SUV parked smack dab in the middle of the sidewalk along Tucker Blvd — in such a way that someone in a wheelchair or mobility scooter could not pass by:

That is my scooter (aka motorized bicycle per state law) in the very far left. As you can see, it is parked way out of the line of travel along the sidewalk. The black Acura MDX, however, is directly in the path of pedestrians and anyone that might be using a mobility device to get around. Who would be so insensitive as to park in the pedestrian path?

Getting in closer we can see that it really would be a challenge for some to get around this vehicle.

From the rear we can see how close the planers are on the right, forcing pedestrians to alter their direct course. So again, who would do this?

The placard on the dash indicates a member of the Metropolitan St. Louis Taxi Commission — on official business! I had my thoughts but I couldn’t confirm it because I have no way to track vehicles.

Once at the Board of Alderman meeting my suspicion was nearly confirmed. Taxi commissioner, political insider, political consultant, and lobbyist Lou Hamilton was coming in and out of the BoA chambers. Still, this was not proof that this vehicle was his.
However, I was downstairs on the phone in the rotunda of city hall when Hamilton was heading to the exit. I quickly ended my call and headed out the door. Hamilton stopped just outside, to light up a cig, and I continued to my scooter. I had my camera out and was ready. I think he spotted me but I wasn’t about to leave. I figured I could wait him out.

Not blocking the sidewalk? The pictures and video seem to show otherwise!

Basically the aldermen were afraid to be seen getting into his SUV to head to lunch — can’t say that I blame them. Let’s see, it was back in 2006 that Ald. Florida, Gregali and Kirner were part of a motorcade that included Hamilton, this was first described by Dave Drebes on March 3, 2006 and later by the RFT on April 5, 2006:

The aldermanic trio weren’t the only local VIPs who received special treatment on February 24. Public relations executive and mayoral lobbyist Lou Hamilton and his wife, Mayor’s Ball chair Tricia Roland-Hamilton, departed city hall that evening in a dark SUV with a blue light flashing atop its dashboard.

Lou Hamilton could not be reached for comment.

I didn’t see any emergency lights on Hamilton’s Acura, maybe it is his wife’s vehicle?

Hamilton is chairman of the Metropolitan Taxicab Commission — the very commission that continues to have a taxi stand set up in front of our convention center. Despite repeated private requests & public blog posts to remove the taxi stand, it has not happened. It seems clear that chairman Hamilton doesn’t place much value on pedestrians but and is willing to use his ‘official business’ placard to justify parking directly in the path of pedestrians. This personal philosophy must be why the taxi commission, under his leadership, has refused to yank the taxi’s off the sidewalk.

For the purposes of disclosure, Hamilton’s former company, Vigilant Communications, was hired by Ald Dorothy Kirner when I challenged her for the 25th Ward seat in the Spring of 2005.

 

I Scootered To A Working Farm Yesterday

Few people on small 49cc scooters make it out to rural farm country. While I did visit a farm yesterday, it wasn’t a long trip through the ring of sprawl to reach my destination . My Environmental Planning class at Saint Louis University visited the New Roots Urban Farm on St. Louis’ near north side.

New Roots is located on Hogan Street adjacent to the vacant but stunning St. Liborius church.

You can almost just pass right by — the quarter acre urban farm is very unassuming with the exception of the lively sign.

Today was a day for members to pick up their weekly veggies. Above, a father and daughter make their way to the pickup area.

Co-founder/Farm & Program Manager Trish Grim was our instructor and guide. In the span of four years this cooperative group has gone from four vacant city lots to a working farm that feeds themselves and 25 shareholders per season. Their annual budget is now up to $50,000. Yes, a mere $50K annually. They have roughly 4 people that work full time as well as numerous volunteers and interns. Clearly they are not in this for the money.

Payments from members of the CSA (Community-Supported Agriculture) make up roughly 25% of the budget, the balance coming from various grants. These members get “10-15 pounds of produce” each week during the growing season. There is a waiting list to be a member. New Roots has teamed with the Old North St. Louis Restoration Group on the North City Farmers’ Market which opened this season on 14th Street across from Crown Candy Kitchen. Saturday is the final day for that market this season — they are ending with a big “Hoe Down” with BBQ, games and music (9am-1pm).

New Roots also teamed up with St. Patrick’s Center and Gateway Greening on the City Seeds project at 22st & Pine. Where you say? The leftover/wasted land at the old 22nd Street interchange. Here the homeless are hired at minimum wage to work 3 days per week on this 2-1/2 acre farm. New Roots provides the expert knowledge on the project and another grant funds the wages for the workers. A couple of years ago I argued with developer Kevin McGowen about this project — I wanted the land to be reused in the future when the excess roadway was removed. I am correct in that in the future it will be hard to take back the land for development but I think Kevin was right — this is really a good project. Produce grown on this urban farm is sold at the North City market and the Tower Grove Farmers’ Market.

One of their goals is to be sustainable — environmentally and fiscally. So far, they are quite environmentally sustainable given their practices which includes transporting goods to the North Side Market via bicycle carts. Fiscally, however, they are not so sustainable yet. Trish referenced groups in other parts of the country —- one getting as much as 70% of their funding from sales of product.

Lest you think this is all some hippie festival, I happen to know at least one self proclaimed Republican that is a member.  In fact, the supporters tend to be more affluent types which allows New Roots to sell their produce at very fair prices to lower income folks at the local market (all are welcomed regardless of income).  To me there is something really neat about seeing our food being grown on a real working farm so close to downtown.

More Sprawl Planned Adjacent to Soulard Neighborhood in 7th Ward

A Walgreen’s and attached strip center next to Bohemian Hill and across from City Hospital is not enough. Nor is the under construction strip center at 7th and Russell. The latest in Phyllis Young’s plan to surround Soulard with all the beauty of O’Fallon (Missouri or Illinois — they look the same) is on the former parking lot of Nooter, at Broadway and Park (map). Mere blocks from The Lasalle Park neighborhood, the rebirth of the Chouteau’s Landing area, Soulard Farmers’ Market and other establishments between this site and downtown.

Site is located to the right in the above image. On another day I’ll have to deal with the bike lane suddenly ending at Park with the Bike St. Louis sign pointing you to the left — like somehow you are supposed to get into the left turn lane, across two lanes of traffic, from the bike lane at the intersection.

Is this the future of St. Louis? Filling in every vacant area with generic strip malls fronted by a sea of asphalt parking lots? While I hope not I am afraid this is the best we can hope for given our politically crippled planning department and inept leadership at city hall. Of course the sketches are pretty honest, they never show an ADA-compliant access route for pedestrians from the main public sidewalk. Bike racks, who needs those? Plenty of “free” auto parking? You bet!!! While the above image is from the sign posted in front of the property it could be anywhere in the region. There is nothing about this that says it is blocks from the river in one of the oldest areas of town.

For years cities had massive change forced upon them in the way of urban renewal — interstate highways ripped through established neighborhoods and high-rise public housing projects wiped out more neighborhoods. These areas really stood no chance of survival with such a large scale approach. Today we cannot afford to come in and reconnect areas on such an equally large scale — nor would we want to. The bigger the scale the more watered down the solution. What we need is to methodically and incrementally piece our city back together again.

While this incremental construction would take place over many years, on many parcels and via many different builders/developers the planning must be done upfront and on the bigger scale. This does not mean we design every building. No, what is means is that we set out a community vision — what will we expect of the building types once built. Will they be multi-story and built up to the street with any parking below or behind the structure? Cities such as Seattle, Portland and Denver are seeing great success through the use of districts-scaled plans with the power of zoning. The goal is not to control uses but forms of new buildings, relationships to the street and the disposition of parking. Slowly but surly the vision will come together — getting increasingly urban and dense with each passing project. Biking and walking from place to place will become better and friendlier over time. This approach takes the long view on rebuilding a walkable city that also happens to accommodate motorists along the way.

I have no problems with generic chain stores in this location. What I do have a problem with is the form in which they are proposed. Even smart suburban areas in the US aren’t allowing this sort of lowest common denominator of development anymore. Yes, this is probably better than a vacant parking lot but when we have no standards at all we get development that is a reflection of that lack of vision.
