Surviving I-64 Reconstruction

Yesterday I attended a luncheon organized by the Downtown St. Louis Partnership. Not one of my favorite organizations but the topic and speakers looked interesting so I forked over the $35 fee.

The topic was I-64 Reconstruction: Getting Prepared. Guests were Marc Cutler, a Senior VP with Cambridge Systematics and Rick Dimino, President of Boston’s Artery Business Committee. Both were brought in to help advise our region on how to get us through the reconstruction of I-64. Their experience: The Big Dig.

They are part of a team looking at ways to address traffic during the construction process. This includes looking at traffic along the construction route, north-south crossings over the construction zone, and other arterial roads that will handle much of the normal traffic.

Other topics briefly discussed were ways the public deals with construction. This was basically three shifts in behavior: time shifting, mode shifting or destination shifting.

With time shifting the idea would be adjust work schedules so that not everyone is commuting at the same times of the day. With mode shifting the idea is to get commuters out of the car and into transit or cycling. Destination shifting is something we’ll hopefully minimize as we don’t want people avoiding destinations. However, minimizing trips can be a good thing.

Working to keep bus service going will be a major challenge as 17 bus lines either use the highway or cross the highway. As the speakers pointed out, the last thing you want to do during a major highway reconstruction project is reduce transit service.

I spoke with Rick Dimino following the meeting and he indicated he was surprised that we were not including transit along I-64 as part of the reconstruction. He also acknowledged how at the end of Boston’s Big Dig they are going to be able to weave the city back together after being severed by their 1950’s highway. A goal that will not be accomplished by our project.

I really enjoyed talking with Dimino as I think he really gets urbanity. He said early designs for the original Boston highway avoided the center of town. Had the original designs been followed the highway would have been built elsewhere and they never would have had The Big Dig project.

The consultant team is expected to have detailed findings by May 16th and a technical report in June.

I’m still not convinced we need to rebuild I-64. I like the idea of looking at how our existing streets can be better utilized by traffic and how mass transit can play a bigger role in our future. While I am very supportive of the route chosen for the Cross-County MetroLink that is set to open later this year, I do think setting aside a right-of-way along I-64 from the new line out West would be very wise. Sadly, we are going to spend hundreds of millions of dollars and not give ourselves that option.

Hodak’s Seeking to Close Part of Cushing Street

The Benton Park Neighborhood is being asked to support a plan by Hodak’s restaurant (map) to close part of Cushing St. so that the popular eatery can expand its increasing number of parking spaces.

Hodak’s is seeking to close Cushing St. from McNair Ave. to a small street known as Devolsey St. Hodak’s is already surrounded by way too much parking, especially since they (illegally) razed buildings to the east a few years ago for more parking. Yet, that is not good enough. They want more spaces and more control.

As it is Hodak’s parking remains vacant during most hours of the day with a large spike at dinner time. Do we really want to see streets closed and possibly more buildings razed simply for a dinner crowd? Not me.

Granted, Custing St. is not much of a street. Really, it is more of a glorified alley but it does serve a number of adjacent property owners along McNair & Victor as well as some real alleys connecting to the street. It is wide enough to provide access for emergency vehicles for various properties on both sides.

At this time I do not know what position, if any, that Alderwoman Phyllis Young has taken. If you have an opinion please be sure to share it with her and in the comments below.

The Benton Park Neighborhood Association meeting is tonight at The Epiphany United Church of Christ located at 2911 Mc Nair. The first hour, 6:30pm – 7:30pm, is a pot luck dinner and problem property meeting with the main meeting starting at 7:30pm.

[UPDATE 5/3 @ 9:20am – The closure of Cushing would only be “partial”, not going all the way to McNair. It still prevents through traffic.]

BicycleWORKS Offers Great Programs & Great Bikes

Gas prices got you down? Try bicycling either to work or for errands. If you need a good & inexpensive used bike I know just the place: BicycleWORKS.

Located in the Shaw neighborhood at the corner of Shenandoah & Thurman (map), this non-profit teaches kids to rebuild bicycles through the Earn-A-Bike program. Their mission statement:

Saint Louis BicycleWORKS was founded in 1988 by a Shaw Neighborhood resident who saw the need to provide area youth with the opportunity to develop a skill and to challenge them to test the limits of their abilities. This vision combined with the universal appeal of the bicycle became the building block of this innovative organization. BicycleWORKS is the first St. Louis program to use the bicycle as a vehicle to teach youth responsibility and good work habits. Its programs are structured and work-intensive. BicycleWORKS combines vocational training with educational enrichment and challenging physical and mental activity. Bicycle Works is located in the Shaw neighborhood at the southwest corner of Shenandoah and Thurman and welcomes applications from youth ages 9-17 from any St. Louis neighborhood.

Adults seeking a good used bike will have luck there as well as the volunteer staff rebuilds bikes to sell to help fund the work they do with kids. I know many of the people involved in the group and trust me, they know bikes!

Their main hours are 10am to 1pm on Saturdays. Volunteers are needed if you are interested.

Even if you are not in the market for a bike I suggest you check out their new website — it is really well done with some great photos.

AIA Holds Design Charrette in St. Louis’ The Ville Neighborhood

mlk charrette - 09.jpgSaturday’s design charrette in The Ville neighborhood was a tremendous success. The residents of the area are ready for change and, with a few exceptions, most understand the concepts of recreating a walkable neighborhood. The sheer number of residents participating in the all-day charrette organized by the St. Louis Chapter of the American Institute of Architects was encouraging.

Fourth Ward Alderman O.L. Shelton called the event “historic” and I think he is right, it was a critical step in a long road to returning The Ville to its rightful place as a culturally rich and diverse neighborhood.

I was unable to attend the first few hours of the charrette so I arrived after the seven teams had made their initial goals and had begun working on solutions. I spent the afternoon walking around observing the teams. One team had discussed my prior post advocating for a modern streetcar down MLK and they asked me to talk with them for a bit.

I want to reiterate: the charrette was a huge success. However, I want to offer my own critical thoughts on the charrette as well as the the main street, Martin Luther King Drive. The intent of the critical look is not to take away from the excellent work done over the weekend but to make sure the thought process stays on track.

Metro Introduces TripFinder beta for St. Louis Mass Transit

One of the more challenging things for a new transit rider is trying to figure out how to get from A to B on the bus or light rail. I know the #40 Broadway bus route well enough now to get from my house to downtown with ease but beyond that I’m pretty much in the dark.

Metro now has the TripFinder service available in beta form on their site (click here). I tried out a few different places originating from my house and it worked pretty well. In each case it gave me several choices and showed me in detail how much I’d be walking and the total time spent traveling.

The system lets you change assumptions about walking speed so if you are faster walker you can adjust this to your own rate. If you do as I have done and bike to the bus and take your bike with you then you can simply adjust the walking rate to be something closer to what you’d bicycle.

You can also save locations that you frequent. I’m glad this is available as I think it will help people transition away from auto dependence. I’ve added this link to my links on the right side under ‘St. Louis Area Resources’. Now if only it existed in some kiosks at the bus stops…
