Code Compliance Isn’t The Same As Best Practices

Last week on Tuesday July 17th the 197-unit apartment building at 3949 Lindell was destroyed by fire.

The Lindell Apartments at 3949 Lindell caught fire around 7 p.m. and quickly went to five-alarms.

Around 100 people were inside the building at the time. Everyone was evacuated safely. The 197 unit building housed around 250 people who are now homeless. (KSDK)

Less than an hour after firefighters arrived on the scene of a blaze at a Central West End apartment building Tuesday night, they were forced to evacuate as the top floor of the four-story structure began to collapse.

The building was previously destroyed by arson in June 2007 during construction, but this time it was occupied.

Had a fire started in a kitchen, for example, the sprinkler system would have likely put it out.  But the fire is said to have started in an attic space though, above the units and the sprinkler system.  Apparently the building code allows the use of a drywall wall to be used as a firestop within the attic to slow the spread of the fire. But a wood framed wall with drywall can’t hold a fire for long. Between apartments it’s good enough to contain a fire until the sprinklers come on. But in an open attic space with so much wood a big fire can get going and pretty much blast through a drywall firestop.

So while the building may well have been code-compliant, it wasn’t built with best practices. Such a large building, especially one of wood frame construction, should have had masonry walls to completely section off the building into parts.  A fire may have destroyed or heavily damaged a section of the building but the rest would have been unharmed. Such a wall exists between the parking garage and the building, likely required to keep a car fire from spreading from the garage to the building.

I’ve been photographing this building for years, but I never once visited inside. Here are images from 2007 & 2008:

It’s important to note the property owner was not the original developer, from January 6, 2012:

Education Realty Trust, a Memphis-based developer, owner and manager of college housing, has purchased an apartment complex near Saint Louis University for nearly $28.5 million.

The four-story complex at 3949 Lindell Blvd. was bought with cash on hand, the company said. Education Realty Trust recently began doing business as EdR as part of a rebranding effort.

The existing frame construction will be razed with only the parking garage remaining. When apartments are built here again it needs to have several masonry firestops from the ground to above the roof. Ideally AAA and CVS will get together with EdR to include the west half of the AAA site into the new construction as well as a CVS pharmacy and renovation of the AAA for a restaurant space.

No doubt that wired smoke alarms helped in alerting all the residents so no human life was loft. But understand that building codes are the very minimum that must be met to obtain an occupancy permit.

Raising Urban Kids

One of the great things about downtown’s Citygarden is I almost always seen someone I know when I pass through.

Last Sunday was no exception, I stopped to talk to two friends and the young son of one friend. It seems like just last week when his son was in a tiny infant, now he’s playing ball. How’d that happen so quick? Downtown has a growing number of young kids being raised in the region’s most urban area. As you might expect schools and education is a concern for these parents. Rather than immediately flee the suburbs or exurbs a growing number of urban parents expect they can continue the walkable urban lifestyle they love while ensuring their kids get a good education as well as being exposed to a broad range of people.

These kids won’t be sheltered, they’ll know how to walk to the store alone when their older, they won’t be shocked when their out with friends in college and they spot a homeless person. The idea of a cleanup project won’t be a foreign concept either.

Thanks to our partnership with CEOs for Cities and a generous grant from ArtPlace, we’re taking the program to five mid-sized cities in 2012. If you’re in St. Louis, here’s how you can be a part of it:

Last year, we issued a call for creatives in St. Louis, and chose seven teams to represent the city. Each team was issued a challenge proposed by local urban leaders. At the event, the creative teams will present their solutions to their assigned challenge, and the urban leaders will join them onstage for a brief Q&A. Afterwards, join us for drinks and more conversation as we discuss how to make these ideas a reality for St. Louis.

Focusing on Lucas Park…Again (Updated)

Three years ago this month, a group of 10 downtown residents began efforts to clean up and  activate Lucas Park. The intent was not to run out the homeless, but to give the park the love it hadn’t received so the non-homeless would also feel welcomed in the public park.

The park lacked basic maintenance but loft dwellers and numerous homeless individuals worked together on several days that Fall to clean up the park. Many residents wanted a place where they could let their dogs run off-leash. The former playground of the Children’s Center was used for a while but it had serious shortcomings. After a design charrette in November 2008 it was clear to me a few others wanted to filter all communications in the group. My last involvement was in March 2009.

Other than attend the opening of the dog park I’ve stayed away and not been involved, letting others do their thing.

In December 2010 the Missouri Secretary of State’s office dissolved the non-profit Lucas Park Beautification Project for not filing an annual report. The board and the city were unaware of this until I inquired recently.  Really? I’ve come to the conclusion this group is much like a high school clique, a small social group unwelcoming to others. The website, downtownstl10.org, hasn’t been updated since mid-2009. I was told applications could be picked up in person at Washington Ave Post, so I asked for one on my last visit and scanned it (view). By way of contrast, the Frenchtown Dog Park has the logical URL of FrenchtownDogPark.com where the application and dues can be completed online. The Shaw Dog Park is part of the Shaw neighborhood and can be found at www.shawstlouis.org/dogpark/ – rules and applications are also online. The SW City Dog Park in Wilmore Park is located at www.swcitydogpark.org. The Central West End dog park is at www.cwedogparks.com and like all the others the rules and applications are online. A new resident searching online for dog parks might not locate downtown because they wouldn’t find the one in Lucas Park. I knew I had to get back involved, I just couldn’t allow this small group to be the only downtown residents involved in the park that is just 2 blocks from my loft. It’s a public park, they hold no monopoly on it. Lucas Park, like me, is now part of the 5th ward rather than the 6th ward. Alderwomen April Ford Griffin (D-5) says she welcomes “input from all the residents.”  Good. I believe efforts must be on the ground and in the cloud. For the latter I set up the following to help with communications:

Update Wednesday September 14, 2011 @ noon: Turns out there is a website for the dog park — lucasparkdogpark.com. Rules posted? Nope. Membership cost? No. Application form? Negative.  The only thing you can do is submit your email address so someone can contract you.  Oh yeah, the non-profit is still dissolved by the Secretary of State (view).

 

Saturday Jubilee Food Drive July 30th

A week from today, Saturday July 30, 2011, is Saturday Jubilee:

“Together we can help area families through the toughest economic times we have known. We have the opportunity to be the change we are seeking. In an area of plenty, let us show our gratitude by giving back.”

Non-perishable food items will be collected (9am-5pm) at numerous grocery stores throughout the St. Louis region. Food collected at four stores will go directly to The Bridge St. Louis, which serves thousands of meals per month to the homeless.

I will be volunteering at Schnuck’s Culinaria (315 N. 9th Street  63101) from 9am-11am. The other three locations benefitting The Bridge are:

Again, the drive is from 9am-5pm. Please plan to grocery shop that day, purchasing just one or two items on the provided list will be very helpful.

In the month of June The Bridge:

  • Served 12,741 meals to 5,700 persons
  • Provided mail service to 1,627 persons
  • Had 271 volunteers provide 870 service hours.
