Potential Development Sites Along Proposed Streetcar Line, Part 2: Olive 16th-18th

This is part 2 of a multipart series looking at potential sites for development along the proposed streetcar line that’d run along Olive/Lindell from downtown to the Central West End and the BJC hospital complex as well as north on 14th Street . In Part 1: Olive 15th-16th a week ago I looked at one city block on the north side of Olive between 15th-16th.

That block is underused surface parking, the Campbell House Museum, YMCA and 100 vacant apartments over the YMCA. Potential for both new construction and rehab. The south side of Olive is the 1950s Plaza Square high rise apartments, these will become more desirable after the streetcar line opens.

For this post I want to look at parts of five city blocks rather than just one; they’re bounded by 16th Street on the east, St. Charles St. on the north 18th on the west and Pine on the south. These blocks have a mix of buildings including rehabbed/occupied, non-rehabbed/occupied, vacant buildings, vacant land, a church, a non-public library building, etc.

I’ve organized them by City Block and listed the property addresses.

I like variety & scale of the buildings on this block facing Olive, but with the exception of 1700-06 Olive the density is too low to be on a streetcar line and not tall enough relative to the width of Olive. The two 3-story buildings in the middle might be able to be kept with new construction on either side. However, most of these buildings contribute to the Washington Ave national historic district so rehabilitation should be considered.

The rest of the block is surface parking for the Blu Condominium Association and a dumpy 7-11.

City Block 510

The building does have a few business tenants but overall it is in need of a major rehab. Because of the condition, the rents are low. Care should be taken to not price businesses out of the building/neighborhood. On the other hand, those of us living nearby would appreciate it if it was maintained to a higher standard.

This building has potential to house offices and residential.

With the exception of the Leather Trades Artist Lofts, the block to very low in height and density. Although I don’t like the building heights, I do like the facades. Those facing Olive should probably be razed for taller structures.

Although I live in the Printers Lofts building, shown above, I don’t know the legality of building on the lot with respect to the four condos and our common space that face east. Presumably this is addressed in our condo documents and in the recorded information on the vacant lot. I’d love to see new construction on this corner, though my neighbors might object. The beautiful Blackwell-Wielandy building occupied the corner until it burned down in 1988.

Both of these buildings are among my favorites. The substation is a creative challenge, but I’m sure someone could come up with a creative use for the space.

Closing thoughts…

Just in this small area there is room for lots of potential development over the next 10-20 years. In this type of exercise you look long-term at what the potential is for the coming decades. Some development will open before the streetcar line does, but most will come after that time. Developers will be eyeing the locations I’m highlighting in this series.

Poll: How Should St. Louis County Reduce Traffic Congestion Between Mid & South County?

St. Louis County is still trying to make it easier to get from Hanley to Watson Rd., now through what’s being called the South County Connector. Various schemes have been around for decades:

A plan for an improved connection from south St. Louis County to central St. Louis County has existed since the late 1950s. The original concept was for a freeway “inner belt expressway” to provide better north-south access through the St. Louis suburbs. This freeway concept became Interstate 170 north of Interstate 64/U.S. Route 40. Originally, Interstate 170 was supposed to continue south into the southern part of St. Louis County to provide improved access between Interstates 44, 64 and 55. After much deliberation, area leaders decided in the 1990s not to pursue a southward extension of Interstate 170 due to public concerns. Although this option was abandoned, St. Louis County, the Missouri Department of Transportation (MoDOT), and other local agencies continued planning efforts to identify potential options for north-south access improvements in south St. Louis County. Here’s a summary of the current proposal:

John Hicks, the county’s Transportation Development Analyst, says the county is now presenting two alternatives to the public, but both roughly follow a route from River Des Peres Boulevard at Watson Road, through a portion of the Shrewsbury MetroLink parking lot, across I-44, into Big Bend Industrial Court, crossing Deer Creek Center and ending at Hanley Road near Flora Avenue. (KMOV)

Proponents say the project is needed to address projected increases in traffic, critics say the focus should be on transit, biking, and walking solutions.  They also say the widened/high-speed intersections would be dangerous to bikers and pedestrians.

No Parking Means No Parking

Ninth Street in front of Culinaria has many free short-term angled parking spaces, but the area in front of the door is a no parking zone. A driver of a Cadillac found this out recently…

I wonder what the owner of the car thought as s/he tried to remove the sticker? My guess is the city is no good, downtown sucks, etc. Some feel entitled to break rules then blame others when caught.

What’s the big deal about parking here?

Well, my guess is to make sure drivers leaving a space don’t back into the crosswalk or cause congestion problems in the 9th & Olive intersection. Enforcement only goes so far, design also plays a role.

A curb bulb could eliminate this problem, it wouldn’t have cost much when the 9th Street Garage was being built. Now it would be very costly to modify the area. A bulb out would be nice because it would give Culinaria more sidewalk space when they sell food & drink on the sidewalk during games, plus it would provided room near the entrance for bike parking. When the current bike parking is used the sidewalk becomes too narrow.

Don’t expect to see any change though, drivers will see an opportunity and then bad talk the city when called out.

Duncan Sidewalk Fixed, Crosswalk at Newstead Still A Problem

Today when I visit Solae it won’t be a challenge like it has been, last month I discovered a problem that existed since the building opened in 2008 has finally been fixed. Last July I posted about the problem and contacted Solae, Cortex and Washington University.

Here’s what it used to look like, the gap was nearly impossible to navigate:

It was suggested in the comments on my post last year that the adjacent building (shown above) owner was responsible. I rejected that idea because it was the construction work at Solae that created the gap that caused the problem. The architect and/or contractor didn’t consider patching the area where they had to over dig.

Unfortunately, my trip from the Central West End MetroBus Transfer Center/MetroLink Station still has a major access problem. At Duncan & S. Newstead (map) I can’t use the crosswalk to cross Newstead.

Washington University spent considerable time and money on these decorative inserts, seemingly without thought to the functionality of the pedestrian network. This infuriates me beyond words. The money spent could’ve been used to make the area accessible and the sidewalks wide enough so when you meet someone they don’t have to step off the sidewalk into the grass. These decorative inserts are the type of pedestrian improvements are designed to look good on paper and driving by.

Can you imagine if roads were designed for aesthetics rather than function?

We’ll see how long it takes before I can use the crosswalk.

First-ever St. Louis Fast Food Walkout; STL Can’t Survive on $7.35 Campaign Launches Calling For $15 and the Right to Form a Union without Retaliation; Aims to Get St. Louis’ Economy Moving Again

ST. LOUIS— Workers walked off their jobs at Jimmy John’s and McDonald’s Wednesday in the first-ever fast-food strike to hit St. Louis and more 100 workers are expected to join them today. In their one-day strikes of major national brands like McDonald’s, Jimmy Johns, Domino’s, Hardees and Wendy’s are on strike, the employees are calling for wages that support their families and the right to form a union without retaliation.

The workers’ campaign, STL Can’t Survive On $7.35, seeks to put money back in the pockets of the 36,000 men and women who work hard in the city’s fast food restaurants, but still can’t afford basic necessities like food, clothing, and rent. The Self-Sufficiency Standard for an adult with one child living in St. Louis County is $14.84 per hour working full time. If workers were paid more, they’d spend more, helping to get St. Louis’ economy moving again.

“There are days I wonder, ‘how am I going to get home’ because I can’t afford my bus fare,” said Patrick Leeper, who has worked at Chipotle for more than three years, “Sometimes I walk for more than an hour just to save my train fare so I can spend it on Ramen noodles. I can’t even think about groceries.”

Fast food workers bring $1 billion a year into the cash registers of St. Louis, yet most of these workers earn Missouri’s minimum wage of $7.35, or just above it, and are forced to rely on public assistance programs to provide for their families and get healthcare for their children. They’re coming together for $15 per hour and the right to form a union so they can support their families, and put money back into the economy.

“I’ve been at Jack in the Box for four years, cleaning and prepping food and all I get paid is $7.55 without any benefits,” said Anita Gregory, a mother of one, who is expecting her second child in the next few weeks. “I’m tired of having to struggle to survive while working so hard.”

It would take a typical St. Louis fast food worker minimum-wage full-time worker more than 1,300 years to earn as much as the CEO of YUM! Brands, which owns Taco Bell, KFC and Pizza Hut, made in 2012.

The two days of strikes here in St. Louis come just weeks after hundreds of fast food and retail workers went on strike in Chicago and hundreds more walked off their jobs in New York City. The strikes by low-wage workers began on Black Friday back in November, with hundreds of Walmart workers walking off their jobs. It spread weeks later to fast food, with workers embarking on the first-ever strike to hit the industry.

Low-wage jobs have accounted for the bulk of new jobs added in the recovery, and fast food positions are among the fastest-growing in St. Louis. Workers here, like those around the country, are increasingly joining together to fight for higher wages that will lift the economy.

“Workers in fast-food jobs are no longer freckle-faced teenagers looking for some summer pocket change,” said the Rev. Martin Rafanan, director of STL $7.35. “Increasingly, fast food jobs are the only options for St. Louisans, but these workers can’t even afford to pay for rent, food and bus fare. If the workers earned more, fast food workers would spend that money at local businesses here in St. Louis and help lift our economy.”

Founded in February of 2013, the St. Louis Organizing Committee is an independent union of fast food workers.
